There are rare moments in the process of civilization when, as the Germans say, Stunde Null, the zero hour, arrives - a time when history can start anew. In the 20th century, such times occurred repeatedly with the collapse of seemingly unshakable dictatorships. For example, the opportunity to start afresh presented itself to Germany in 1945, to the countries of the Soviet bloc in 1989, and subsequently to the republics of the Soviet Union, including Russia, in 1990-1991. However, the fall of repressive regimes in different countries led to very different outcomes. Why were some attempts to draw a line under the totalitarian past and restore the supremacy of law successful, while others were not? What social and legal institutions and procedures were key to success? How did the specifics of historical, cultural, and social contexts influence the trajectory of societal development? And why is the 'unprocessed' past returning today, especially in Russia, in the form of a political reaction? These are the questions that Evgeny Lyozin, a political scientist and researcher at the Center for Contemporary History in Potsdam, seeks to answer in his study.
