Zareman"s book "Turkey and Panutnism", first published in Paris in 1930, introduces the reader with the emergence and development of pantulsmism and its interconnection with the external and domestic policy of Turkey of the late XIX - early XX century. An important part of the book is a reproduced preface to the Paris publication, written by A.N. Mandelstam, a Russian diplomat, an orientalist, an expert on the right of the Ottoman Empire.
