Despite the thousand-year history of state existence, the theoretical foundations of organizing governance activities for different levels of territorial organization of the state are outlined for the first time. Up to the present time, governance activities have been considered as state, municipal, or strategic management, although it has no relation to management. For the first time in the world, instead of vulgar concepts of unequal social structure, inhumane and antisocial monetarist economy based on private property and a phantom financial-monetary system, meaningless unethical territorial 'management,' a scientifically substantiated and correct conceptual-categorical apparatus is proposed, necessary for the transition from animalistic consumer existence to the organization of rational life activity of society and the state aimed at the development of Civilization. This material, besides its enlightening purpose, can be used as methodological recommendations in developing strategies for the socio-economic development of territorial entities of different levels and for professional education programs in management and governance disciplines. The work is addressed to all intelligent people who seriously contemplate the future of our world and the rational organization of life activity at the level of Humanity in the Universe.
