The anniversary publication prepared for the 85th anniversary of Professor L. L. Popova includes scientific work, published, as a rule, in the last decade, as well as issued significantly earlier (1976), the monograph Efficiency of Administrative and Legal Sanctions. The problems raised in it, almost not received by any development, did not lose their relevance for theory and practice in modern conditions.
