Today, Russia falls on the way out of a comprehensive crisis, deeply penetrated into the political, economic, social and spiritual life of the country. The focus of all branches of government and society are projects and the traditional question What to do? At the same time, the shadow remains a more important question Who will do?. The relevance of this issue is related to the fact that in most cases the proposed projects are pronounced by the pronounced nature of business projects.
