The methodology of using currency clearing in foreign trade of the Russian Federation under sanctions conditions

The use of freely convertible currencies in international settlements has its unparalleled advantages. However, in the situation of tightening sanctions against the Russian Federation by Western countries in 2022, the question of conducting foreign economic activities in new conditions has arisen. The book presents a methodology for the application of currency clearing as one of the systemic solutions to the development problems of Russia's foreign trade with limited access of Russian economic entities to freely convertible currency and with the ruble's partial convertibility. The history of currency clearing application in the world in the 20th century and assessments of the Soviet experience within the framework of socialist integration are considered. The author formulates the main goals, conditions for introduction, and calculation schemes of Russia's settlements with trading partners in bilateral and multilateral clearing at present. Based on the analysis of a wide range of fundamental and applied works by foreign and Russian researchers from the mid-19th century to the beginning of the 21st century, the author proposes an original methodology for calculating a new clearing currency unit based on the exchange equation within the framework of the quantitative theory of money, which the author named "uniclear." Calculations of uniclear and exchange rates of national currencies to the clearing currency for the period 2010-2021 for six groups of countries (a total of 152 states), including countries - members of the EAEU, CIS, BRICS, and SCO, are provided. This book is intended for specialists in the field of international monetary and financial relations, currency circulation, and foreign economic activities, employees of the Bank of Russia, federal civil servants, and banking professionals dealing with international settlements, as well as for researchers, teachers, and students of universities studying financial and economic disciplines.
