This book talks about administrative difficulties and difficult cultural and psychological conditions in which the official who was appointed to the post of governor found himself. The materials of denunciations, senatorial inspections, messages of unwritten observers serve as sources for identifying failures, gaps and vulnerable places of the first half of the 19th century of the local administration. An analysis of the discovered evidence gives the grounds for the revision of existing ideas about administrative practices and resources of the authorities of the provincial bureaucracy, its conflicts with the bodies of noble self -government, the search for effective forms of management, a clash of personal and group interests
