In scientific and journalistic work, a project of the Constitution of Socialist Russia was proposed at the transitional stage from capitalism to socialism and at the stage of early socialism, when exploitation was eliminated, private property was practically eliminated at the means of production, the institution of presidential power gave way to people"s permission in the form of a system of councils of people"s deputies.
In the work of the Constitution is considered as a normative image of a favorable future. The proposed provisions of the Basic Law are briefly justified from this position. Attention was paid to the formation of ideology on the basis of scientific communism and the Russian national tradition and the need to regulate the protection of ideology by the state. Attention was focused on the formation of public control institutions.
