Paul Gregory is a professor at the University of Houston, a research fellow at the Hoover Institution, and a specialist in the economic history of Russia and the USSR. He is a staunch advocate of economic liberalism and free markets, and from this perspective, he examines the processes that took place in the USSR in the 1920s-1950s in his book. As a conscientious researcher, Gregory acknowledges the successes of the Soviet Union in industry, agriculture, planning, budgeting, price policy, capital accumulation, and so on. However, comparing all of this with the theories of well-known market economists such as L. Mises and F. Hayek, he concludes that the Soviet economy developed incorrectly and was a phenomenon in the global system.
