In the first volume, two books are presented on the economic policy and role of state regulation in Russia and the USSR from the middle of the XIX in the middle of the XX century. - from Alexander II reforms to reform A.N. Koshigina.

The state and economics in the era of reforms and revolutions (1860-1920) "considers the history of the economy and economic policy of Russia and the USSR in the first third of the XX century. It addresses a deep crisis that covered science in the face of the formation of an administrative system and repression against prominent scientists and economists, as well as the first attempts to exit this crisis associated with theoretical preparation of the 1965 economic reform in the USSR. Analyzing the theory of planned management, the author reveals the internal logic of the development of science, peculiar to it, contradictions and high-quality jumps, the relationship of political economical views and concepts of the economic mechanism
