The development of mass sports solves several important problems at once. These include maintaining the general level of public health and the formation of the basis for the preparation of a sports reserve. Additionally, a whole complex of social tasks of the state is solved. In addition to the sports sphere, education, healthcare, and regulation of labor relations are affected. Given such a wide range of involved areas, the system of development of mass sports in the country needs reform.
The following issues are considered in the work:
A analysis of the regulatory framework regulates the development of mass sports in the territory of the Russian Federation, as well as the current management system and the organization of interaction between various entities of the sports industry,
The main scientific and methodological developments in the field of development of mass sports in foreign countries are systematized and generalized,
A set of principles of development of mass sports is proposed, including the system of identifying talents at the local and regional levels,
The concept of development of mass sports has been developed,
The grouping and ranking of factors affecting the development of mass sports was carried out,
A quantitative model of assessing the level of influence of the socio-economic indicators of the region on the development of mass sports has been developed,
Based on the quantitative model, a system for monitoring the effectiveness of mass development at the regional level has been developed,
For the purposes of practical testing of the results of the study, a specific sport was chosen - football. Such a choice is determined by the household homework for Russia, the popularity of this sport in our country and its availability for all segments of the population from the point of view of the infrastructure base and the necessary financial costs.
The study was carried out at the Financial University under the Government of the Russian Federation as part of the state assignment of the Government of the Russian Federation of 2016 on the topic of "Design of the development of mass sports with the aim of steady growth of the Olympic (Paralympic) reserve"
