The study is devoted to the study of discussions taking place in the United States, which affect the decision -making process in the field of pro. The author analyzes the approaches of the main parties involved in the discussions of the problem of the about the USA themselves: administrations, republicans and democrats in the Congress, representatives of military-industrial circles, various groups of experts and scientists who are both in support and against further extension of the pro. The development and deployment of systems about the United States continues to be the subject of concern of Russia in the first decades of the 21st century, especially in the conditions of a crisis of control over weapons. The purpose of this monograph is to determine which factors and how affect the US policy in the field of PR at the present stage
