This book of Volkonsky is a continuation of his previous works on the problems of the multipolar world (MPM) Ideas rule the world. This statement can be deciphered through the concept of value-semantic socio-psychological attitudes and spiritual and ideological complexes and teachings that underlie them. In the XX century, the main driving contradiction of history was the ideological struggle of socialism and capitalism. With the destruction of the Soviet Union, the confrontation between the Western ruling elite, seeking to build a single -sex world (OPM), with its undivided hegemony, and the elites of the non -Western countries striving to free themselves from the dependence imposed by the Western center, based on the support of the people, came into place of the main contradiction of history. The book puts forward the assumption that in response to an imposition by the Western center of its worldview and the "liberal" ideology, on the basis of a number of non -Western civilization poles, primarily Chinese and Russian, a new civilizational community is gradually being formed - the civilization of the multipolar world. Russia remains a "standard" of the most important achievements of world culture and civilization, first of all, the ability in critical moments of history, set public goals and interests above personal, to build relations between peoples, taking into account the interests and culture of partners. The main instrument of non -Western countries in the struggle for its sovereignty is a state that can become not only an institutional, but also a value -semantic center that ensures the unity of the people and preventing the spiritual gap between the people and the ruling elite. The central point of ideology for Russia may be the task of improving the state, its compliance with the deep meanings of Russian civilization.
