The outstanding Georgian historian, diplomat and politician Prince Zurab Davidovich Avalov (Avalishvili) in his book set out the history of the independent Georgian Democratic Republic, which was in 1918 at a crossroads between the West and Soviet Russia. The author, a direct participant in the events of the era, displayed the process of the “self -building of a young viable democracy” and the origin of an independent Georgian state, noting that during this period the country was close to the international recognition of its independence, and also described in 1921 the Institute of Representative Democracy of Georgia under the onslaught Soviet policy and the entry of Georgia into the USSR
