The new book of Vitaly Ivanova is the result of a long -term study of the history of the Institute of the Head of the Subject of the Russian Federation and the Governor"s Corps. Based on a huge array of sources, including rare and exclusive ones, the author analyzes in detail the political reforms carried out under Mikhail Gorbachev, Boris Yeltsin and Vladimir Putin, appointed and elected practice of the 1990-2010s. All the appointments and resignation of the heads of regions, all election campaigns are understood without exception, while much attention is paid to the mechanisms of making personnel decisions, their initiators and interests are indicated.
Nothing of the kind has been published in Russia so far.
V. Ivanov is a consistent opponent of the election of the heads of regions, the book provides an extensive argument that justifies this position in the context of constitutional law, Russian political tradition and practical expediency.
The book is intended for scientists (historians, lawyers, political scientists, sociologists), teachers, graduate students, students, as well as for current politicians, officials, deputies of all levels and journalists
