With the advent of electronic computing equipment and global information networks, post-industrialism can be considered a prologue (or the first wide step) in the transition to a higher phase of human development-to noospheric civilization. The term “noosphere”, which literally means “sphere of reason”, reflects the hopes of the educated part of society, that it is science, knowledge and education that will create a society of prosperity and justice throughout the planet. In Russian culture, the noosphere paradigm is associated primarily with the scientific heritage of V.I. Vernadsky. In his works, Vernadsky set out the problems of the development of the biosphere not only as a technological and environmental problem that arose during the anthropogenic impact on nature. He clearly pointed out the need to create special political institutions that will be able to provide global agreed development. The world has entered the third millennium with serious intentions to create a stable centuries -old civilization on the principles of “freedom, knowledge and justice”. This future is already emerging now, and the ghost of noospheric civilization is already wandering around the world. If earlier the ship Russia was shone a lighthouse invented by the MARSS and Lenin - the ghost of communism, now this guideline has disappeared - dissolved as a mirage. On the other hand, the conservative call is Capitalism - for Ever! Inexorably losing supporters.
The future noosphere is a new civilization with its inevitable problems and contradictions, from which there is no place. How much will it last? Surely, all the third millennium. And there we"ll see!
