The tenth release of the ongoing publication "Russia and the Baltic" (founded in 2000) is dedicated to the history of the Latvian, Latgal, Lithuanian and Estonian communities within the borders of the former Soviet Union. The articles of the first part of the collection consider various aspects of education outside their ethnic territories of the diaports of the peoples of the Baltic and their existence in the territory of the Russian Empire/USSR. Particular attention is paid to the problems of the national school, the relations of the diasporas with the ethnic homeland. Articles of the second part of the book are dedicated to memorable and anniversary dates, among them biographical materials about K. Izbardis, K. Grinhes, V. Doroshenko, A. Drevin, about the film documentary A. Slapichnoye, Yu. Redeux and G. Zweigzne. The authors of the articles of the collection represent Russia, Latvia, Lithuania, Estonia, Belarus, Transnistria
