The eighth issue of the continued publication "Russia and the Baltic" (founded in 2000) is devoted to the collapse of the Russian Empire and the formation of national states on its western outskirts. The period considered in the articles of this volume refers mainly to the interval from the end of the First World War to the end of the 20s. XX century. The issues of the issue consider the presence of Latvians, Estonians as part of the Russian Army during the World War, certain aspects of the Belarusian-Lithuanian relations of the period of the German occupation, relations between the Bolsheviks and the intelligentsia of Lithuania (1919), the consular relations of Lithuania and the FER, the fate of the Latvian diaspora in Soviet Russia , analysis of articles in Estonian newspapers (1920-1924) to communism, the theme of "National" in the press of Latvia (1920-1923) The release publishes previously unknown materials about the activities of the enlightener N.I. Rubakina in Lithuania, the report of the Latvian diplomat on a trip to Moscow (1922) and on the activities of VOKS in Latvia
