The social sectors of the communist era were fully ruled and financed by states that liquidated markets and alternative sources of social security. Social services funded by the state, such as healthcare and education, although relatively low quality, were practically publicly available.
The transition to a market economy and the privatization of production destroyed the basic component of these systems, putting an end to guarantees of full employment and significantly reducing state control over the distribution of funds.
Passed by strong economic and structural pressure aimed at reducing social security expenses, post -communist governments at the same time encountered potentially high political costs associated with such a reduction.
