The political police of the Russian Empire acquired the reputation of the "reactionary and preservation" punitive department among most historians. In the book proposed, this view is subjected to revision. Based on a paperwork correspondence of the political investigation organs from 1880 to 1905, the author analyzes the interpretation of the concepts of "liberalism" with the ranks, reveals three socio-professional type of employees, distinguished by ideological appearance, features of the perception of liberalism and threats emerging from it: employees of the provincial gender departments, security departments and the police department
