The monograph reveals the contradictory nature of the digitalization policy. It presents the original concept of technopolitics as identifying the transformational abilities of technology and their influence on political phenomena. In the center of political ontology of digitalization lies the idea of the ability to ensure coordination of interactions in politics. Particular attention is paid to the central problems of digitalization in public management: rational and semantic systems, platform organization, the ratio of recursion and contingent in managerial interaction, reflexive management, networking parameters, civil science, etc. The critical assessment of the “capitalism of the platforms” and the possible digital autocracy are presented. Theoretical conclusions are based on the wide empirical material of various countries - Russia, European Union, Latin America, China.
