The monograph is devoted to the history of the establishment of diplomatic relations between two great powers. It documented how and why the path to recognition of the USSR was so long and difficult, who and what forces opposed this. The Kremlin actively sought to accelerate the normalization of relations between countries, while official Washington stubbornly resisted the recognition policy. With the advent of Roosevelt’s White House, the time of successful negotiations came and the legal basis appeared for concluding an agreement due to mutual interests and events in the world. This historical act marked a new page regarding two states. The author introduced many new archival documents and materials into scientific circulation.
