The training manual summarizes the theory and practice of the state policy in the context of socio-cultural modernization, that is, during the period when in Russia, which has entered the information era that has been freed from the dogmas of totalitarianism, the foundations of civil society begin to be laid. The author proves that the methodological basis for the study of media policy is an interdisciplinary approach, based on the scientific principles of cultural studies, socio-cultural activities, a culture of mass communication and media management. Considering the role of media policy as a factor in Russian modernization, the author pays special attention to the foundations of law in the media sphere and media formation.
