The monograph considers a wide range of issues related to the formation and development of the institutional environment to improve the quality of government and state resources. The complex of theoretical, methodological and practical problems of transformation of public administration institutions in the context of global strategic challenges is investigated. The arising fundamental risks in the context of existing institutional restrictions are shown, the prevailing institutional prerequisites for the low efficiency of public administration are highlighted. New conceptual approaches to the development of a model of state property management and public procurement are offered. The capabilities and potential of the Institute of Public-Partnership are investigated to attract private investment in strategic national projects. Particular attention is paid to the institutional aspects of science management in the context of global calls of a technological and informational nature.
