The monograph of the Russian historian is devoted to a number of conceptual problems of US foreign policy during early globalization (the end of the nineteenth-early twentieth century) From the standpoint of modern theory and methodology, the meaning of the socio-economic factor is rethought, the role of ideology used by the political elite to substantiate American expansion is traced. New interpretations of the causes and consequences of the Spanish-American War of 1898 are given: for the first time, the place of the “yellow” press in the inciting anti-Spanish sentiments among ordinary Americans as one of the first manifestations of successful manipulation of public opinion is shown in detail, the level of combat effectiveness of the American army, which has achieved victory over the weaker, is critically evaluated the opponent, but who turned out to be unprepared for the fighting of the armed struggle to achieve geopolitical interests with leading European powers. The archival material, first introduced into scientific circulation, traced the mediation of President T. Roosevelt as the first successful experience of the peaceful settlement of regional conflicts, as well as the search for senior officials of the new world order under the auspices of the United States, with an emphasis on the use of the principles of international arbitration.
