At the turn of 1999-2000, after Putin was replaced by Yeltsin at the presidential post, a rather sharp turning point occurred in the Russian government policy. Putin turned away from the Yeltsin course, moved the country in a different direction. Was there such a turn justified? Who, besides Putin, at that time could claim the presidential post?
