The preprint sets out the foundations of the theory of organizational management, formed by the Soviet school by 1980 on the basis of the results of this theory of the American school. The reason for this publication was the oblivion of this theory in numerous publications on use in politics, in the economy and social spheres of smart, solid, soft forces, the ancestor of which is S. J. Nay the youngest. The smart power proposed as a panacea is nothing more than an effective plan for combining methods of coercion (solid force) and attracting to their side (soft force) of opponents of the owner of smart power. All this was already in the theory of organizational management. The authors of the Preprint set themselves the task of restoring historical justice, pointing out great opportunities for the theory of organizational management, realizing that there is no complete coincidence of the theory of smart power and theory of organizational management and the theory of smart force is more understandable to specialists with the humanitarian basic education than the formalized theory of organizational administration of the Soviet school. In the preprint, most of the chapters were given in the author’s version without excessive formalization. The chapter dedicated to making decisions in conditions of uncertainty and risks is new compared to the American version of theory and its presentation is impossible without formalization.
The book is intended for practical specialists employed in the state administration of the socio-economic and political development of the country and regions who carry out economic and mathematical research, as well as specialists in the field of informatization of state and municipal authorities
