Already not only experts, but also ordinary citizens note the fall in the quality of the urban environment. The cities of Russia far behind the cities of developed countries of the world in terms of the level of organization of the urban environment and, accordingly, satisfaction with the quality of life of citizens. Currently, a public request for a high -quality urban environment has been formed. The main problem is the absence of specialists trained in methods of implementing urban planning in the context of market relations.
In the monograph, a historical and retrospective analysis of the formation of requirements for the profession of urban planning is performed in the monograph. Based on a comparative approach, an analysis of the development of architectural and urban planning in Russia and abroad was carried out. The current state of preparation of municipal employees of the urban planning of the Ural Federal District is analyzed. A competency -based model of a municipal employee working in the field of urban planning is proposed. Ways to develop solutions to the problem of advanced training of municipal employees with the design method are proposed.
