This scientific research is devoted to the study of urgent theoretical and practical problems of international security law. The monograph examines the problems of the development and transformation of the American doctrine of Monroe, who has so far remained curious phenomenon of world diplomacy and international law. The path from the doctrine of James Monroe of 1823 to the concept of “American First” Donald Trump 2017 is dramatic and contradictory not only for the United States, but also for the entire system of international relations. The doctrine of Monroe was the first official expansionist concept of the United States. If D. Monroe is considered a pioneer of an American preventive military strike, then D. Trump can be called a worthy successor of the doctrine of the anticipating military attack. Based on the analysis of the foreign policy doctrines of all US presidents, the author comes to interesting scientific and practical assumptions and conclusions.
