The first essay is a reprint of the popular work "... And everyone thought in chorus", dedicated to the mechanisms of influence of the media on public opinion by establishing the agenda.
In other essays, it is analyzed how the state uses information technologies through the design of the ideology of the "electronic / digital government" and how this ideology is implemented in practice. A special essay is devoted to informatization of healthcare as a sphere where the implementation of information technology causes the most problems.
