The book discusses the social budget of Russia and economically developed countries, including the history of its formation, theory and state, budgetary, insurance and social and security mechanisms of financing. It discloses: content, income structure and social security expenditures, types and size of social guarantees, methods and institutions of social protection of the population, methods for developing, approving and executing the social budget.
Significant attention is given to the coverage of the recommendations of international organizations in the field of social guarantees, As well as assess the consequences of the global challenge for the social budget in the XXI century. - aging of the population, which in the medium term will require the adoption of difficult decisions and on which the fate of the social issue in Russia will depend on.
