The problems and initial scientific provisions are considered on a comprehensive security analysis in the development and implementation of large infrastructure projects for the development of the Russian Arctic shelf. These problems and provisions are related to the prospects for the development of the shelf and are based on the accumulated domestic and foreign experience in creating and operating marine and coastal objects of shelf infrastructures that are of critical and strategic importance for national security. The accumulated information about accumulates about accidents and disasters on the shelf with an assessment of frequency and damage to humans, infrastructure and environmental objects. A system of security and emergency protection criteria is proposed using strategic risks. Along with the traditional approaches to ensuring and regulating security for the shelf infrastructure, it is proposed to use new refined methods, equations and their parameters with a quantitative interconnected assessment of strength, resource, reliability, survivability, and emergency protection.
