Secrecy and censorship within reasonable limits are necessary in any state. However, an overdose of them leads to numerous undesirable consequences, and in cases where they are all-encompassing, it leads to a crisis of the state. In Alexander Shirokorad's book "Secrecy and Censorship in the Russian Empire and the USSR," the emergence and evolution of secrecy and censorship in Russia and the USSR are discussed, as well as the issues of optimizing them in various periods of our country's history.
