Scientific foundations of technogenic safety in railway transport

Complex security issues of railway transport, which is one of the most important components of the transportation system, are being discussed. Throughout the two-century history of its development, the safety of railway transport in Russia is analyzed from the perspective of ensuring its vital security, taking into account scientific, technological, economic, social, and natural factors. Comprehensive railway transport safety includes components such as technogenic, technological, and technosphere safety of rolling stock and infrastructure. The first section, presented as a separate book in the comprehensive volume on technogenic safety issues of the technical base of railway transport, examines the formulation of general safety tasks, risk theory, criteria base, fundamentals of standardization, regulation, and safety enhancement. The second and third sections, related to ensuring technogenic safety of rolling stock and infrastructure respectively, are discussed. The interconnected combination of fundamental research on safety theory by the Russian Academy of Sciences and applied developments of scientific, design, technological, and operational organizations of Russian railways is noted. Attention is drawn to the classification of normal, abnormal, emergency, and catastrophic situations, categorization of rolling stock and infrastructure objects by hazard levels, risk structuring with the identification of acceptable and unacceptable levels. Methods and algorithms for calculating quantitative safety indicators based on risk criteria are proposed. Directions, paths, and mechanisms for ensuring technogenic safety of railway transport within acceptable risks are indicated. The first section, as a separate book, is aimed at executives and leading specialists dealing with technogenic safety issues of railway transport within the transportation complex of the country, as well as at the teaching staff of higher educational institutions involved in training and retraining students, postgraduates, and doctoral students for railway transport.
