The need to improve the mechanism of centralized impact on economic activity in the Russian Federation is proven by finding the optimal combination of various tools, taking into account the specifics of the state regulation of the oil and gas complex as a structural -forming element of the national economy. The world experience of oil producing countries with a developed market structure has been studied, causal relationships between global processes in the global energy market and internal economic specificity that arose during the modernization of the production and reform of regulating the oil and gas complex of Russia were analyzed.
