The need for the logic of meaning as a philosophy of consciousness follows from the requirements of the Cartesian principle of radical doubt. The logic of meaning answers the question of how the statement of the Cogito Ergo Sum is possible, and the substantiated general proportion of another statement - Cogito Ergo Ago. Consciousness is considered as the activity of meaning. The concepts of substantial and procedural logic are introduced. The possibility of procedural logic is theoretically substantiated, it is shown to unfold by neither the specific material of the Arab-Muslim culture (language, theoretical thinking, including formal evidence, system of categories, worldview, ethics, aesthetics), the methodological issues of historical philosophical comparative studies are highlighted in cases where the studied is being studied Culture differs not only meaningfully, software and logically.
