What is the secret to the success of the cluster policy of modern France? What role does each of the leading players play in the cluster - who is the coordinator binding the link: state organizations? Universities? Research laboratories? Business companies? What unites clusters, competitive poles, technology parks?
This collective monograph is devoted to the search for answers to these questions, as well as to determine the formula for competitive cooperation in territorial scientific and educational clusters.
The basis of this work was a critical analysis of the stages and results of cluster policy in France and Russia, conducted by Russian and foreign experts. The result of a comparative analysis was the identification of the basic evaluation criteria, effective models and unsuccessful solutions in solving the problems of competitive cooperation in the processes of interaction between scientific, educational organizations and territories to ensure sustainable territorial development by creating and withdrawing innovative products to the market for import substitution, and training in demand in demand. Closure approaches become preferred methods for implementing state policy: regional, industrial, technological policy are fixed in cluster strategies for increasing competitiveness, attractiveness, economic and technological indicators of territories and, as a result, nation.
