The monograph built quantitative assessments of private, budgetary and social effectiveness of investment in human capital for various levels and profiles of education. Assessment of the effectiveness and risks of investment in higher (including graduate school) and secondary vocational education was carried out using the regression analysis of Russian monitoring of the economic situation and public health and financial models that allowed the costs, benefits and risks of investment in human capital for various subjects. To assess the influence of human capital on economic development at the macro level, a regression analysis of the panel data of the Federal State Statistics Service was carried out, which made it possible to identify the influence of human capital on the dynamics of economic growth and the innovative activity of the Russian regions.
