The territory of a leading socio -economic development (Toser, Tor) is an actual form of organizing the macroreal space of Russia of the second decade of the XXI century. The monographs represent: the principles of the formation and development of TOSER, factors of efficiency and risks of their functioning, a comparative analysis of the best foreign experience in the development of territories with special legal status and characteristic features of Russian practice.
The positions of the state regulation of the spatial development of Russia based on TOSER are emphasized. A model approach is positioned: a model and scenario forecast for the influence of TOSER on the development of cities and the region - the subject of the Russian Federation are presented. Testing was carried out on Toser "Khabarovsk" and "Komsomolsk".
The author’s model of sustainable development of TOSER is presented approaches and mechanisms to improve the TOSER management system in Russia both at the federal and local levels.
