Theoretical and practical aspects of the functioning of the modern international debt market are considered. Based on a comprehensive analysis of the dynamics, basic trends and problems of development, as well as the features of the modern structure of the international debt market, a forecast of its further evolution is presented. Particular attention is paid to the analysis of the main tools of international debt financing in terms of the possibility of their practical use by Russian banks and companies. The concept of a modern international debt market (including determination, terminology, organizational and institutional infrastructure and tool base) has been developed, an algorithm for the release of potential Russian borrowers to the international debt market was compiled, and methodological and practical recommendations aimed at improving the efficiency of Russian banks and companies at international debt market.
