The monograph has investigated migration processes in the Russian Federation, the use of foreign experience to regulate them. The authors developed the principles of inclusion of foreign citizens in the social and economic development of the regions, the methods of applying the social order tool in the implementation of the tasks of state migration policy, and the methodology for determining the migration potential of the Russian regions. Important results of the work were: the author’s methodology for assessing social and economic inclusion of foreign workers in migration regions of the Russian Federation, the ranking of regions of the Russian Federation according to migration attractive classes using mathematical methods for studying operations, recommendations for the application of the mechanism of organized set to attract foreign workers to work in work in work Russia.
