The monograph discusses the issues of optimizing the organization and management of innovative activities in Russia at the regional level by using not only the positive experience of leading universities in this area, accumulated by them during their participation in the work on inter-union innovative scientific and technical programs and the interdepartmental program for the activation of innovative activities in scientific -the technical sphere of Russia, but also the necessary infrastructure elements created by them.
The idea of the formation of university centers for promoting the development of scientific and technical entrepreneurship in the constituent entities of the Federation is put forward. Significant attention was paid to the information support of such centers, the issues of their regulatory and methodological support are described in detail, and the work technology is described when the center of the functions of the coordinator of work on scientific and technical programs is performed.
