The monograph conducted a theoretical study of the legal regulation of state financial planning in the strategic planning system of the Russian Federation. Russia was one of the first in the world to come to such a level of development of strategic planning, which allows it to give it a legislative form.
Work is aimed at the formation of a systemic theoretical approach to legal regulation of public finance planning. A comprehensive interdisciplinary approach was used: the achievements of economic, political and other social sciences on state financial planning issues are generalized and the most significant conclusions and provisions for legal regulation have been identified.
The author turns to the problem of the ratio of law, politics and other means of regulating planning in the field of public finance. The mechanism of legal regulation of state financial planning is examined in detail. Particular attention is paid to the concept of financial and planning acts, financial legal relations, and law enforcement issues. The features and uniform patterns of legal regulation of state financial planning in various fields of finance are analyzed: budget, state revenues and expenses, in the financial market.
