In this manual, a regular method of building a modified dynamic model of intersectoral balance is proposed. A feature of the approach is the inclusion of gross internal product in the vector of the state of the system. This allows you to simultaneously simulate the dynamics of the sphere of production and the consumption sphere. Model options are built that take into account the various possibilities of managing the production and consumption process. It is shown that the implementation of investment programs is modeled by a linear managed system, and taking into account the influence of taxes, wages rates and other macroeconomic indicators leads to non -linear controlled systems. This approach allows us to use the entire potential of the mathematical theory of management to solve various problems of economic development. In the final sections, substantial numerical examples are given to illustrate the operation of the relevant computer programs and based on the real data of the global databases “costs-issue”.
