Nowadays, the eyes of politicians and researchers are aimed not so much at the acquisition by schoolchildren of really valuable skills, but to increase indirect indicators. However, it is the cognitive skills of the population, which Eric Hanushki and Lyudger Vössmann call the “intellectual capital” of the country, that are of great importance for its well -being in the long run.
The hypotheses of the relationships of cognitive skills (consistently measured using international assessment of schoolchildren) and economic growth authors subject a number of checks, including alternative specifications, various samples of countries and an economical analysis of causal interpretations. The conclusions made by them are equally applicable to both developing and developed countries. For example, the “riddle of Latin American growth” and the East Asian miracle are explained by the intellectual capital of these regions. The authors advocate the creation of a system of education, which would ensure the effective accountability of schools, a wide selection and competition of educational institutions, as well as the reward of teachers for high learning outcomes for schoolchildren.
