The monograph examines the problems of the development of an innovative system and the implementation of the innovation policy in the oil and gas industry of the fuel and energy complex (fuel and energy complex) of Russia. The conditions for increasing the efficiency of human capital as an endogenous factor of innovative development are revealed. As a practical tool for the formation of innovatively active human capital, the methods of its quantitative-quality assessment set forth in this work can serve. The concept of economic policy for the development of the innovative potential of the oil and gas industry of the fuel and energy sector is proposed.
