In accordance with the new challenges of Russia, already in the medium -term period, it is necessary to ensure the access to the trajectory of sustainable economic growth, which involves the activation of the investment policy, not only in quantitative, but also a qualitative attitude, so as to move to an innovative oriented and highly effective economy.
To ensure the necessary strategic shifts in Russia, it is required: firstly, the phased technological renewal of the production base of key sectors of the economy, and secondly, the development of fundamental, applied science and the development of the national innovation system throughout the spectrum: third, significant increase in the efficiency of the entire education system, fourthly, multiple increase in the innovative and investment activity of business, fifth, coordinated structural modernization of science and economics taking into account modern world trends, sixth, optimization of the ratio of the state mechanism of innovative and investment strategy, and market self -organization of business but the entire spectrum of transformations.
In the work, proposals are formulated aimed at improving strategic and program-targeted planning of scientific and innovative development, a mechanism for stimulating the innovative activity of Russian business, and improving public administration of innovative projects. Measures are justified to develop a venture financing system for innovative projects, the use of technological platform mechanisms as a bridge between science, state and production business, the use of modern public-private partnership mechanisms, more efficient involvement in order to innovative modernization of the human factor
