The monograph is devoted to the evolution of the theory of initiative budgeting. Along with issues of theory, the development of initiative budgeting practices is traced, as well as relevant challenges and problems of initiative budgeting that arose in various periods. Almost the entire palette of the application of initiative budgeting as a tool for financing territorial public self -government, social technology and the impact of the practices of citizens" participation in budget decisions on the quality of life was reflected. Initiative budgeting, the country version of the party budgeting, in the Russian Federation is reflected in the agenda of international economic organizations, a number of international forums and conferences.
