The monographs substantiated methodological approaches to assessing the effectiveness of infrastructure investments at the design and macroeconomic levels and their practical testing is carried out. Using panel data and spatial economy methods, the effect of infrastructure development on economic growth in the Russian regions has been studied. Features of evaluating the effectiveness of public-private partnership projects in distributed generation and electric grid complex have been disclosed. Methods for evaluating information risks and risks of deviation of the actual production of electricity from the design during the implementation of the projects of the construction of nuclear power plants have been developed. The impact of the creation of high -tech perinatal centers in the Russian regions on a decrease in the level of infant and maternal mortality is evaluated, taking into account the effect of the learning curve. The methodological approaches to the assessment of environmental external effects of projects of complex land arrangement of land are justified. Practical recommendations have been formulated to improve methods for evaluating the effectiveness and effectiveness of state programs providing for infrastructure investments
