The monograph is devoted to the role of the state in the socio-economic development of the country. It is based on a generalization by the author of the experience of his work in the Academy of Sciences and the USSR State Planning Commission in 1967-1991, in the Ministry of Economics and the Government of the Russian Federation in 1991-1998, in RAO "EES of Russia" and OJSC Rusnano in 1998-2018 . The emergence of the state as a socio-economic institution, a generalized history of its development, various theories of state and economics are consistent. Particular attention is paid to the views of Russian thinkers of the XVII-XX centuries on the economic life of society, the features of the ratio of the state and the economy in the USSR, the formation of a new Russian state, its urgent problems and areas of solving them.
